Years ago, Georgia legalized medical weed, but made it illegal to grow it, import it, sell it, or purchase it. Idea: legalize all assault rifles, but make it illegal to manufacture, sell, own, or use the ammunition. Punishable by a min. of 10yrs imprisonment.

Capitalism can't work for healthcare. No one shops around for trauma care after they've had an accident. You don't get to choose what ambulance will get you when you're having a heart attack. The basic driving forces that keep costs under control in capitalism are not applicable for healthcare.
