Yes, he would. Simple as that. Trump always ends up doing exactly what he said he would do. All it will come down to is how many people he has to replace to get it done. The Supreme court is already indicating they will let him do whatever he wants, because Republicans support dictators.

100% they all do it.
I worked in Marketing/Comm at a major university for 10+ years. Wrote brochures, manuals, speeches - and polls. Boss would tell me what their boss wanted the outcome to be, and I had to frame the questions to appear fair, but provide that result.
