The NY governor cannot replace a sitting Congressman or appoint a replacement if the seat is vacated. Congress will first need to expel him, and then there will need to be a special election. A governor can appoint a Senator until a new election.

If a senator wants to sit in their office wearing shorts and a hoodie, or yoga pants and Uggs, it shouldn't matter.
