Yeah! Terrified me. As a young adult I was living in WDC when the tunnel was brand new. Fortunately friends were driving who had been through many times. Chatting away.

A growing homeless population is local, state, and in some cases federal policy.
It's governments turning a blind, callous eye to a growing societal problem -- instead of nipping a serious problem in the bud before it's affecting everyone.
